Mr. Guiqiang Le was born in Dongxiang, Jiang Xi Province. Since 1975, he had taken practical activities organized by government in the countryside. Afterwards from 1978, he studied in Sichuan University majoring in polymer chemistry and graduated in 1982. In the same year he was assigned to Northwest Rubber & Plastic Research Institute and until now has been engaged in rubber technology research for so many years. Furthermore Mr. Guiqiang Le is a senior professor-ranking engineer and entitled to the special government allowance. Mr. Guiqiang Le was appointed as president of Northwest Rubber & Plastic Research Institute in 2004, as well as secretary of the Communist Party Committee and general manager since 2009.

At present Mr. Guiqiang Le takes post of vice chairman of rubber product branch of China Rubber Industry Association, deputy-director-level committee member of National Rubber Standard and Rubber Product Standardization Tech. Committee, deputy-director-level committee member of rubber professional committee of CIESC.

In addition he was awarded the China Chemical Medal five times and the Highest Science & Technology Achievement 2017 of Xian Yang city , nameded as Ten Outstanding Entrepreneurs 2017 in Chinese rubber product industry.
