Jinlan Liu, male, a member of Communist Party of China, was born in 1950. He is a senior engineer and senior economic manager, the secretary of the party committee and the president of Jiangsu Xingda Steel Tyre Cord Co., Ltd. He is also the representative of the 11th, 12th and 13th National People's Congress.

He was awarded the State Science and Technology Improvement Award (Second Class).

He was awarded the Technology Improvement Award (First Class) by China Petroleum and Chemical Industry Association.

He was once awarded the National 1st May Labor medal by All China Federation of Trade Unions and was honored as “the outstanding builder of socialism with Chinese characteristics”.

He was recognized as the “Leader in Technology Development in China Rubber Industry” by the China Rubber Industry Association.

He was also awarded as the “Excellent science and technology worker in Jiangsu Province” and the “Advanced worker of high and new technology industrialization in Jiangsu Province”.

He has gained subsidy rewarded by the state government.
